The style explained
Cafe style covers only the lower portion of the window. There is no upper panel, no shutters above the cafe rail, just the wall or window above and the shutter below.
The look comes from continental cafes, where the same configuration stops passers-by from seeing the diners while keeping the room bright. In a home, it works on any ground-floor window where street privacy is the headline concern.

The default is halfway up the window. Adjust upward if more privacy is needed (busy pavement, taller passers-by) and downward if you want more light or a lower visual line. We agree the exact height at the survey based on the seated and standing sight lines in the actual room.
Cafe style has shutters on the lower portion only - nothing covers the top. Tier-on-tier has shutters on both the upper and lower portions, each operating independently. Cafe style is simpler and keeps the upper window completely clear; tier-on-tier gives full coverage with independent operation.
Cafe style is normally an alternative to full-height rather than an addition. If you have full-height shutters fitted and you want the look of cafe style, you would need to replace the lower panel and remove the upper panel. We can advise at a free survey.
Cafe style covers the lower part of the window only. Anyone outside cannot see in below the cafe rail, but the top of the glass remains open. If you want full-window privacy at night, full-height or solid panel is the better route.
63mm louvres are the most common choice for cafe style because they sit in proportion with the shorter panel. Larger louvres are an option on bigger cafe configurations.
